Cadre Rx was formed in 1998 to address the needs of companies assuming pharmacy risk such as delegated physician group networks, health plans, and employer groups. Our primary focus is to provide our clients with the critical information required to validate that the various components of their PBM contract are achieving their desired cost reduction goals.
Cadre Rx evaluates the results of your PBM programs and provides you with the reports you need to evaluate how your organization is performing. These snapshot reports will quickly and easily point out any areas of need and suggest changes to improve the process if appropriate. Cadre Rx’s goal is not to replace your current consulting team or vendors, rather our purpose is to validate their outcomes against fair market standards, thereby ensuring that your anticipated financial targets are achieved.

Fidel Valenzuela, Pharm D., President and CEO, founded Cadre Rx in 1995. With over 24 years in pharmacy utilization management, Fidel incorporates a unique background into his overall client management portfolio. Prior to establishing Cadre Rx, Mr. Valenzuela gained valuable experience over 10 years as director of pharmacy services for a large at risk medical group network and as a hospital pharmacy and retail pharmacy director. Fidel has more than 12 years of hands on experience in auditing PBMs which enables him with a unique inside view of pharmacy benefits. Mr. Valenzuela owns a retail pharmacy in California serving a large community and he is acting Director of Pharmacy for a Medicare Advantage Plan on the West Coast where he has direct oversight responsibility of their internal PBM operations. He earned his Doctor of Pharmacy from the University of Southern California.
Marc Hoffing, M.D., serves as a Medical advisor to Cadre Rx. As a veteran Medical Director and Chief Operating Officer at a large IPA he has spent over 22 years managing the day-to-day complexities of a fully integrated managed healthcare organization. Marc has strong knowledge and experience in the areas of disease management, utilization management, as well as contracting and delivering of health care services to large populations. This expertise extends directly into the area of pharmaceutical management where his networks have taken pharmacy risk. Dr. Hoffing has also served on several Health Plan P&T committees. Prior to his business experience he served as a staff physician and Assistant Clinical Professor of Medicine at UCLA. He received his BA and MD from the University of Illinois and a Masters of Public Health at UCLA.
Shawn Michael, V.P. of Marketing and Business Development for Cadre Rx. As a senior executive in the Pharmaceutical industry, he has spent over 25 years directing the full range of internal functions and customer interfaces. Serving as a member of the Senior Management team of four fortune 50 companies he developed expertise in the areas of finance, marketing, product pricing, PBM contracting, electronic medical records and business development all through the lens of healthcare organizations. Shawn holds Bachelor of Science degrees in biology and chemistry from California State University San Bernardino.
Jorge A. Heyde, M.P.H. CFO, joined the Cadre Rx team as the CFO in 2011. He has 35 years in healthcare finance and management experience and specialized in operations re-engineering, financial ratio analysis, and performance. Mr. Heyde started as a staff accountant, moved on to controller, hospital vice president, and then on to operations and general administration. He brings a wealth of experience in efficient utilization of resources. Mr. Heyde received his Bachelor of Science in Management from Loma Linda University, he then went on to study ration analysis and debt financing at Ohio State University for graduate studies, and finished with a Master of Public Health from Loma Linda University.
Tracy Browne leads the Account Management team at Cadre Rx, Tracy served 12 years as a senior manager for a large privately held PPO prior to joining Cadre Rx. With over 24 years in the managed healthcare environment her expertise includes network development and management, client management, and business development. Tracy participated on several committees of the AAPPO and was a member of the URAC Standards Committee representing AAPPO for several years.
Igor Kokhan, M.A., MAT, manages the IT department for Cadre Rx. With over 10 years of experience in information technology, web design, database design, and business intelligence, he contributes to the mission of Cadre Rx by developing and implementing database applications, architectures, and policies.
